Executive Overview:
the project manager is the single point of responsibility and authority for the successful outcome of a project. A successful project is defined as a SAFE project with a positive financial outcome and where we have met or exceeded the client’s expectations. As the single point of responsibility the project manager has the decision making authority as it relates to project organizational structure, foremen selection by request, design oversight and subcontractor selection.
Our intent is to utilize the project planning process as outline below:
1) Stand and Deliver ( where applicable)
2) Pre-job planning- Estimating to PM
3) Pre-Job planning- PM to Field
4) Exit Strategy
Stand and Deliver:
Stand and Deliver is a process where senior management provides insight and challenges the constructability of a large scale project including but not limited to:
• Scheduling
• Staging
• Safety and Environment
• Coordination
• Fabrication
• Crew Composite
• Field process- C.O’s, RFI’s, cost impacts, cost management
• Budget improvements
Pre-Job Planning- Estimating to PM:
This process entails the transfer of estimating files and related information to the PM upon project award. This includes intended constructability overview, project scope, cost, assumptions, qualifications, schedule, terms and conditions and pre and post award commitments.
Pre-Job Planning- PM to Field:
This process includes taking the data from the Estimating to PM transfer of information and collating into a workable format for the lead site supervisor to be able to execute the project within the guidelines of his responsibility.
Project close out:
This Process includes the mindset of finishing strong and involves a meeting with the project team to discuss project close out matters ranging from site demobilization, financial close out, client close out documents ( O and M’s, As-Built, Owner training) and the introduction of our service representative.
General Responsibilities:
• Execute the AMS Stand and Deliver program when applicable and engage the appropriate leadership for proper implementation of the program.
• Initiate a turnover meeting with estimating to review of all the attributes of the AMS estimate and collate the information into an executable format incorporating the AMS Pre Job Planning program “estimating to project manager” and mobilization programs.
• Once the data has been formatted for the field, facilitate a meeting with the respective project team which would include the Lead Site supervisor, General Superintendent, safety manager, Engineering and design if applicable, fabrication foreman if applicable, and Assistant to the PM. Discuss constructability, cost code profile, change management, organizational reporting structure, methods of productivity measurement, fabrication opportunities, logistics and job site documentation requirements. Follow the outline of the AMS Pre job planning process “Project management to field”. Productivity Builder Program 2015 or as amended.
• Provide leadership for the cost management, cash flow and cost projections as required by corporate policy.
• Review and understand the legal contract documents (3rd party review is acceptable). Highlight significant at risk clauses and notification requirements. Provide cliff note version to lead site supervisor as it relates to field notification requirements.
• Outline all Safety protocols and incorporate AMS safety management as required but no less than including them as part of the Pre Job Planning “Project Manager to Field” program.
• Visit projects weekly, walk the site, review labor productivity with lead site supervisor. Meet with the client to verify acceptance of progress.
• Manage all MBE/WBE/City of Chicago
• Support and promote the culture, philosophy and mission of AMS with our clients, our field team, our subcontractors and suppliers.
Under distressed circumstance where productivity and performance become an issue the superintendent has overruling authority as it relate to foreman manpower loading. If there is a dispute between what the PM feels is necessary then it will move to an executive review.
Responsibilities- Estimating to Project Management (Project Inception)
Upon receipt of a project the project manager should meet with estimating to obtain a full understanding of how the project was estimated, contractual obligations and all pertinent details leading to the award of the project including the following:
